The Five Agents
Completeness Checking
Systematically checks your application against every statutory requirement. For each requirement, it reports whether the application addresses it, where, and whether the coverage is sufficient.
Example: In a Fast-Track application, the Completeness Agent checks whether every Schedule 2 requirement is addressed and flags sections where the applicant has provided a general statement instead of specific evidence.
Fact Checking
Cross-references every factual claim in your application against other statements within the same document set. Identifies contradictions, inconsistencies, and unsupported assertions.
Example: When one report states the project will generate 50 truck movements per day and another says 30, the Fact Check Agent flags the inconsistency with page references for both claims.
External Validation
Checks key assumptions in your application against publicly available data from councils, government agencies, and infrastructure providers. Catches outdated or incorrect references.
Example: If your application references a council district plan provision that was superseded six months ago, the External Validation Agent identifies the outdated reference and cites the current version.
Precedent Matching
Analyses patterns from previous panel decisions to identify risks in your application. Compares your approach against applications that succeeded and those that failed.
Example: The Precedent Agent flags that three prior applications with similar coastal impact assessments were declined, and highlights the specific deficiencies the panels identified.
Q&A and Response Drafting
Provides instant answers to questions about your application, drawing from the full document set. Drafts structured responses to panel queries with source references.
Example: When the panel asks “How does the applicant propose to mitigate effects on indigenous biodiversity?”, the Q&A Agent drafts a response pulling relevant commitments from across 15 different technical reports.
